Procurement launched for remediation of a historically contaminated site in Aizkraukle

The State Environmental Service has announced a procurement for the implementation of the project “Remediation of a Historically Contaminated Site in Aizkraukle”. The goal is to clean up and restore the territory.

 

The historical pollution at 10 Dzelzceļa Street, Aizkraukle, originated within the territory of a reinforced concrete products factory, which was established in the mid-20th century to support the construction of the Pļaviņas Hydroelectric Power Plant.

 

The site covers an area of approximately 10.6 ha, and a detailed site investigation has identified petroleum product contamination across roughly 2.7 ha.

At this site, the level of contamination exceeds the soil and groundwater quality limit values set by the regulations.

 

To ensure that the procurement requirements are clear and understandable for the market, the State Environmental Service organized a consultation and discussion with potential suppliers before announcing the procurement.

 

The purpose of the consultation was to introduce the procurement terms, receive comments and proposals for improving the documentation, and to promote competition. There was significant supplier interest.

As a result of the planned remediation works, it is intended to clean up the source of contamination and reduce further release of pollutants into the groundwater, while limiting the further spread of pollution within the affected territory, including into the Daugava River.

 

 The site is intended to be remediate to a level where the contamination will no longer pose a risk to human health or environmental quality. The results achieved should be sustainable in the long term.

 

Considering the complex geological and environmental conditions of the site to be remediated, the remediation works are planned in two phases.

 

First, a pilot phase will test the effectiveness of the selected technological solution. Based on the findings, full-scale remediation works will be implemented.

 

The overall implementation period for the remediation works is scheduled until 31 October 2029.

The procurement is being carried out with the support of the Swiss–Latvia Cooperation Programme “Remediation of Historically Contaminated Sites.

 

The funding allocated for the project’s implementation is 13.1 million Swiss francs or approximately 13.8 million euros (comprising 11.7 million euros in Swiss funding and 2.1 million euros from the Latvian state budget).

 

After the completion of the planned remediation works, a post-remediation monitoring system will be established. It will ensure environmental processes comply with the project’s objectives and quality requirements.
