Stronger work-based learning for improving vocational education and training in Latvia

 

The “Stronger WBL for Improving VET in Latvia” programme aims to enhance Latvia’s vocational education and training (VET) system by aligning it more closely with industry needs. Lead by the Ministry of Education and Science of Latvia, the program focuses on increasing the quality and attractiveness of VET to support economic growth and reduce youth unemployment. Key components include developing an industry-based VET model, strengthening collaboration between educational institutions and employers, and improving work-based learning (WBL) systems. 

 

The programme will involve stakeholders from across the public and private sectors, including industry leaders and educational institutions. The initiative emphasizes modernizing VET curricula, introducing digital learning tools, and providing professional development for teachers. By focusing on real-world skills and industry requirements, the project seeks to produce highly competent graduates ready to meet labor market demands. 

 

Moreover, the introduction of sector-specific examination centers and teacher training programs will further improve the quality and transparency of professional qualifications. The Swiss partnership is expected to provide valuable expertise in creating a robust, sustainable VET system, positioning Latvia as a competitive player in the European vocational education landscape.

Project goal

The goal of the Programme is to create a more attractive, flexible and high-quality VET (Vocational Education and Training) system for increasing Latvia's economic productivity and promoting competitiveness. Specifically, the outputs (OP) aim to include developing industry-based VET model and two respective examination frameworks. Industry partners play a pivotal role in this process by contributing to the design and implementation phases.

Expected results
  • Industry-based VET approach model piloted and approbated in 3 sectors of the economy.
  • Development of the 2 VET examination models and piloting of these models with trained sectoral experts from both VET schools and industry partners.
  • Implementation of digital teaching tools and simulation equipment for each VET sector supplemented with at least one new digital teaching tool or simulation equipment.
  • Cost-benefit analysis approach, with a strong reliance on industry feedback to refine the models and ensure scalability. The results will be evaluated for further legislative proposals and financial impact assessments
  • An open call for a work-based professional education program, increasing certified VET educators, and improving their pedagogical competencies, ensuring that teachers are well-prepared to meet evolving workforce needs.
  • A targeted campaign will attract industry professionals to join the VET teaching workforce, bridging industry expertise with educational requirements.
