The State Education Development Agency of Latvia (SEDA) has concluded partnership agreements with four professional sector associations to promote the development of sector-based vocational education and training (VET) in Latvia, with support from the Swiss–Latvian Cooperation Programme.
With the support of the Swiss–Latvian Cooperation Programme, Latvia is launching a new phase in the advancement of a sector-based approach to vocational education and training. This approach is based on close cooperation with enterprises and sectoral organisations in the development and piloting of new VET delivery and assessment models. The programme significantly strengthens the responsibility and practical involvement of companies in the training process by supporting work-based learning, the professional development of vocational education teachers, and the acquisition of digital tools and simulation equipment. These measures will contribute to the long-term sustainability of Latvia’s vocational education and training system. At the same time, sector associations are provided with the opportunity to actively contribute to the improvement of vocational education and to support the development of a sustainable workforce aligned with sectoral needs.
Partnership agreements under the programme have been concluded with four Latvian sector associations: the Latvian Restaurant Association, The Latvian Agricultural Organisation Cooperation Council, the Agricultural and Industrial Machinery Association, and the Latvian Association of Power Engineers and Energy Constructors. The Swiss partners involved in the programme are the Swiss Federal University for Vocational Education and Training and the Swiss hospitality and catering training centre.

The Latvian–Swiss Cooperation Programme is implemented in accordance with the 2019–2029 cooperation period. The project “Sector-Based Vocational Education and Training” is implemented as part of this programme. The programme is administered by the Ministry of Education and Science of Latvia, with the State Education Development Agency acting as the cooperation partner.
