First Steering Committee Meeting of the Swiss-Latvian Cooperation Programme

The first Steering Committee meeting of the Swiss–Latvian Cooperation programme “Remediation of Historical Pollution” took place on September 17, 2025.

The aim of the meeting was to ensure the supervision and to promote the effective implementation of the programme.

 

The meeting was attended by representatives from the Ministry of Climate and Energy, the Embassy of the Swiss Confederation, the Ministry of Finance, the State Environmental Service, Aizkraukle Municipality, “Latvenergo” AS and the Treasury Republic of Latvia.

Participants evaluated the progress of programme implementation, identified risks, and discussed the necessary adjustments to ensure its successful implementation.

Since November 12, 2024, when Switzerland and Latvia signed an agreement on financial support, significant work has been done on the programme framework creation.

 

 

During this period, a professional programme and its component team has been established, educational and creative activities have been implemented for children and youth in Aizkraukle Municipality, and an official opening event has been held.

In parallel, a regulatory framework has been developed to ensure the efficient and transparent implementation of the programme.

 

Currently, the State Environmental Service, as the operator of the programme component “Remediation of Historically Polluted Site in Aizkraukle,” is finalizing preparatory work to launch the procurement procedure for the remediation works soon.

 

Within the programme, it’s planned to implement measures until December 2029 to remediate the historically polluted territory in Aizkraukle, eliminating the source of pollution and preventing its further spread into groundwater and the Daugava River.

 

The total programme funding is 14.47 million Swiss francs or approximately 15.19 million euros, of which 12.91 million euros is Swiss funding and 2.28 million euros is provided from the Latvian state budget.
