About program
Within the Swiss-Latvian Cooperation Programme, several supported activities are being implemented. Some are carried out by the Ministry of Education and Science, while the remaining activities are implemented under The State Education Development Agency Republic of Latvia project “Development of Industry-Based Vocational Education.”
The programme “Stronger VET for the Enhancement of Vocational Education and Training in Latvia” will establish a new industry-based VET approach in Latvia.
The Ministry of Education and Science, as the Programme Operator, ensures its strategic management, implementation and oversight, with a clear focus on advancing vocational education and training in Latvia. The Ministry manages programme governance and chairs the Programme Steering Committee, facilitating coordinated cooperation between public institutions, industry representatives and Swiss partners.
To achieve the programme’s objectives, the Ministry of Education and Science conducts an open project call aimed at the systematic strengthening of VET teacher preparation. Within this framework, an industry-based continuing vocational education programme is to be developed and introduced, pedagogical support enhanced and modern learning solutions implemented. This will foster closer alignment between VET and labour market needs.
The Ministry of Education and Science oversees project selection, contracting and monitoring, with particular emphasis on measurable results and sustainable impact. The Ministry also ensures effective and transparent use of funds, organises audits and programme evaluations, and guarantees compliance with regulatory requirements and financial discipline. In addition, the Ministry strengthens programme quality by engaging experts, promoting international cooperation and ensuring public communication of programme results.
The State Education Development Agency of the Republic of Latvia (VIAA) is implementing the project “Development of Industry-Based Vocational Education.”
Planned project outcomes:
- An industry-based VET model developed;
- Industry-based assessment models developed and piloted;
- Digital learning resources procured and adapted to the needs of Latvia and the respective industries.
Project activities are implemented in cooperation with the Agricultural Machinery Manufacturers and Dealers Association (LITA), the The Latvian Agricultural Organisation Cooperation Council (LOSP), the The Latvian Electrical Engineers and Energy Builders Association (LEEA) and the Latvian Restaurant Association (LRB), as well as with Swiss partners: the Swiss Federal University for Vocational Education and Training (SFUVET) and Hotel & Gastro formation Schweiz.
Total project funding: EUR 8 792 898, including Latvian co-financing of
EUR 1 318 934.
